The town of Shumen is a municipal center with a population of 94 035 people. It consists of 26 towns and villages. The holy places of Pliska and Veliki Preslav – the first Bulgarian capitals, the ancient cult center Madara, and the nearly 3200 years town’s history, are the landmarks that build the present and the future in this wonderful nook of Bulgaria. As an important, administrative, cultural and educational center, the town is a peculiar phenomenon with its unique processes which had been put down as the first facts in the National cultural history.

The municipality of Shumen is located in the central area of North-eastern Bulgaria with a city area of 136.358 km2 (52.648 sq mi). The town of Shumen is a municipal center with a population of 80 511. It consists of 26 towns and villages. The holy places of Pliska and Veliki Preslav – the first Bulgarian capitals, the ancient cult center Madara, and the nearly 3200 years town’s history, are the landmarks that build the present and the future in this wonderful nook of Bulgaria. The natural wealth and the rich historic and cultural heritage make naturally Shumen a part of the European cultural space. • The first girls’ religious school – 1828;
• The first school amateur groups – 1846;
• The first Bulgarian classical instrument orchestra on the European model – 1850;
• The first brewery production in Bulgaria – 1850;
• The first theatre performance – 1856;
• The first class school for girls – 1856;
• One of the first Bulgarian chitalishte (community centre) – 1856;
• The beginning of choral singing – 1858;
• The first Bulgarian brass orchestra – 1881;
• The first Bulgarian opera theatre – 1881;

Nowadays the cultural calendar filled with a lot of activities in the town is an important resource for the continuation and development of the tradition. Еxamples are “Pancho Vladigerov” national competition for piano and violin, “Dobri Voinikov” international choral holidays for children and youths, “Drumev theatre holidays – New Bulgarian Drama” International festival, “Carnival of Fertility” International folk festival.
These days, town and public libraries are informational centers with established positions of cultural institutions. The regional public library “Stilian Chilingirov” accomplishes the coordinative and expert consultant work in the municipalities of Razgrad, Targovishte and Shumen.
